  "text": "(This note is not part of the Order)\nThese Regulations amend regulation 3 of the Health Development Agency Regulations 1999. Regulation 3 makes provision for membership of the Agency, a Special Health Authority established under the National Health Service Act 1977. The amendment will provide that the chairman and vice-chairman of the NHSU or the NHS Professionals Special Health Authority, also Special Health Authorities established under the National Health Service Act 1977, are not disqualified for appointment as a chairman or member of the Health Development Agency.",
