# The Health Development Agency (Establishment and Constitution) Order 1999, Article 4: Constitution of the Agency


The Agency shall consist of such numbers of members not exceeding 20 as the Secretary of State may from time to time determine, all of whom shall be appointed by the Secretary of State and one of whom shall be appointed Chairman.
