  "text": "(This note is not part of the Order)\nThis Order abolishes, on 1st April 2000, the Health Education Authority (“the Authority”), a Special Health Authority established under section 11 of the National Health Service Act 1977 by the Health Education Authority (Establishment and Constitution) Order 1987.\nThe Order also makes provisions for the transfer of officers, property, rights and liabilities of the Authority and for the winding-up of its affairs.",
