  "text": "(1) There shall be defrayed out of money provided by Parliament—\n(a) any expenses incurred by the Secretary of State for the purposes of this Act; and\n(b) an increase attributable to the provisions of this Act in the sums payable out of money provided by Parliament under any other Act;\nand, . . . , any sums received by the Secretary of State by virtue of this Act shall be paid into the Consolidated Fund.",
