  "text": "Any road or footpath or portion thereof made, diverted or altered under this Act (except the structure carrying any such road or footpath over any railway of the appropriate authority which structure shall, unless otherwise agreed, be maintained by and at the expense of the appropriate authority) shall when completed, unless otherwise agreed, be maintained by and at the expense of the highway authority.",
