  "text": "(1) The undertaker shall not exercise the powers under article 15 of this Order in the case of the surface of the protected property.\n(2) The undertaker shall in the course of the construction or maintenance of the works use all means which are reasonably practicable to avoid material interference with any access to the protected property.",
