  "text": "The following provisions of the 2004 Act shall come into force on 16 December 2004;\nSection 1;\nSections 3 to 9;\nSection 10(1) and (4);\nSection 49 to the extent it relates to the provisions of Schedule 6 specified below; and\nParagraphs 2, 4 to 6 and 10 of Schedule 6 to the extent that they are not already in force.",
