  "text": "The Higher Education Act 2004 (Commencement No.2 and Transitional Provision) (Wales) Order 2005is amended as follows:\nFor article 5 substitute the following articles—\n“5 Section 44(4) comes into force on 23 June 2006.\n5A Section 44(3) comes into force on 1 September 2006.”.",
