  "text": "(1) The OfS may delegate any of its functions to—\n(a) a member of the OfS,\n(b) an employee of the OfS authorised for that purpose, or\n(c) an OfS committee.\n(2) But a function which is one of the OfS's access and participation functions may only be delegated to the Access and Participation Director.\n(3) A function is delegated under this paragraph to the extent, and on the terms that, the OfS determines.",
