  "text": "(1) Section 133 (payments in respect of persons employed in the provision of higher or further education) is amended as follows.\n(2) In the heading, omit “by Polytechnics and Colleges Funding Council”.\n(3) In subsection (1)—\n(a) for “A higher education funding council shall” substitute “ The Office for Students and the Higher Education Funding Council for Wales each ”, and\n(b) for “the council” substitute “ they ”.",
