  "text": "This Schedule applies in relation to the imposition by the OfS of a requirement to pay costs on the governing body of a provider under section 73. where under section 73 the OfS imposes a requirement to pay costs on—\n(a) the governing body of a registered higher education provider,\n(b) the governing body of a constituent institution of a registered higher education provider, or\n(c) a students’ union.",
