  "heading": "HEFCW's duty to monitor and evaluate compliance and effectiveness",
  "text": "(1) HEFCW must—\n(a) monitor compliance with section 10(1);\n(b) monitor compliance with the general requirements of approved plans;\n(c) evaluate the effectiveness of each approved plan;\n(d) evaluate the effectiveness of approved plans generally.\n(2) For the purposes of this section, the effectiveness of an approved plan is its effectiveness in promoting—\n(a) equality of opportunity, and\n(b) higher education.",
