  "text": "(This note is not part of the Regulations)\nThe Higher Education (Wales) Regulations 1990 provide for certain courses of initial teaching training provided by certain institutions in Wales to be subject to the approval of the Secretary of State; for the Secretary of State to have power to direct that such a course shall cease to be provided; and for him to give directions with respect to the number and categories of students to be admitted to a course. These Regulations revoke those 1990 Regulations.",
