  "text": "(1) The powers of the Council under article 11 (power to take lands) of this Order for the compulsory purchase of lands for the purposes of this Order shall cease on 31st December 2004.\n(2) The powers of the Council for the compulsory acquisition of such lands and servitudes shall, for the purposes of this article, be deemed to have been exercised if before 31st December 2004 notice to treat has been served in respect of those lands and servitudes.",
