  "text": "The persons who may exercise the functions conferred by—\n(a) section 40 of the Public Health Acts Amendment Act 1890 (cabmen’s shelters);\n(b) section 42 of that Act (statutes and monuments);\n(c) section 14 of the Public Health Act 1925 (public drinking fountains, seats, etc. ),\nshall, in relation to a trunk road for which the Secretary of State is highway authority, include the Secretary of State and, in relation to a trunk road for which a strategic highways company is the highway authority, include that company.",
