  "text": "Provided neverthelesse and be it enacted That no such Assessment or Assessements to be made in any one yeare shall exceed the rate of Six pence in the pound of the yearely value of any Lands Houses Tenements and Hereditaments so assessed nor the rate of Six pence for Twenty pounds in Personal Estate.",
