  "long_title": "These Regulations, which come into force on 16th December 1999, provide for the administration of the Hill Livestock Compensatory Allowances Scheme in England and Wales in 2000. They re-enact, with modifications, the Hill Livestock (Compensatory Allowances) Regulations 1996, as amended. In addition to minor and drafting amendments, they introduce a requirement that farmers claiming compensatory allowances must apply usual good farming practices on their land (regulation 6).",
