# The HIV Testing Kits and Services Regulations 1992 (Revocation) (Wales) Regulations 2014, Note: Explanatory note

(This note is not part of the Regulations)
These Regulations revoke the HIV Testing Kits and Services Regulations 1992 (S.I. 1992/460), which make it an offence, subject to various exceptions—
to sell or supply an HIV testing kit or component to a member of the public;
to sell or supply an HIV testing kit without an accompanying warning notice; and
to provide HIV testing services which are not directed by a registered medical practitioner.
In addition, the HIV Testing Kits and Services Regulations 1992 place restrictions on advertisements for such kits, components and services.
The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result a regulatory impact assessment has been prepared as to the likely costs and benefits of complying with these Regulations. A copy can be obtained from the Sponsorship, Screening and Communicable Disease Team, Welsh Government, Cathays Park, Cardiff, CF10 3NQ.
