  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Holyrood Park Regulations 1971 which specifically ban commercial vehicles and the exhibition of advertising material in the Park.\nThe amendments–\n(a) permit commercial vehicles (except heavy commercial vehicles with an operating weight exceeding 7.5 tonnes) to use a specified route through the Park as an alternative to Holyrood Road which is scheduled for partial closure;\n(b) permit the display of advertising material on such commercial vehicles.",
