  "text": "In regulation 4 (acts for which written permission is required)–\n(a) at the beginning of paragraph (2) there shall be inserted “subject to paragraph (2A) of this regulation,”;\n(b) after paragraph (2) there shall be inserted the following paragraph:–\n“(2A) paragraph 2 shall not apply, except for heavy commercial vehicles, in relation to the Queen’s Drive Loop;”; and\n(c) at the beginning of paragraph (10) there shall be inserted the following–\n“except for advertising on vehicles entitled to use the Queen’s Drive Loop,”.",
