  "text": "In these Regulations,—\n“the 1992 Act” means the Social Security Contributions and Benefits Act 1992;\n“the 1992 Regulations” means the Home Energy Efficiency Grants Regulations 1992;\n“area agency” means, except in paragraph (1) of regulation 3 and paragraphs 1 and 3 of Schedule 1, the person or the body of persons for the time being appointed and responsible for the locality in question under that regulation (the administering agency);\n“energy advice” means advice on reducing or preventing the wastage of energy in a dwelling;\n“materials-only application” means an application in which the applicant does not propose that a registered installer will carry out (or arrange for the carrying out of) the works in respect of which grant is sought;\n“registered installer” means a person or body of persons for the time being appointed under paragraph 8 of Schedule 1 in respect of a locality (the network installer);\n“works” means any of the works, materials or energy advice specified in regula- tion 5;\n“works application” means an application in which the applicant proposes that a registered installer will carry out (or arrange for the carrying out of) the works in respect of which a grant is sought.",
