# The Home Energy Efficiency Scheme Regulations 1997, Paragraph 7: Duties, powers and funding


No area agency shall allocate amounts or approve grants unless money for that purpose has been made available to them by the Secretary of State or by a third party in accordance with arrangements made or approved under paragraph 4 or 6.
