  "text": "(1) Subject to paragraph (2), every estate agent shall be required to be a member of an approved redress scheme.\n(2) The requirement in paragraph (1) does not apply to an estate agent who does not engage in estate agency work within the meaning of section 1 of the Estate Agents Act 1979.",
