The National Assembly for Wales makes the following Order in exercise of the power conferred on the Secretary of State by section 189(2) of the Housing Act 1996^f1 which is now exercisable by it in relation to Wale^f2); after consultation with such associations representing relevant authorities and such other persons as it considers appropriate in accordance with section 189(3) :
