  "text": "The Governor of Hong Kong, by and with the advice and consent of the Legislative Council of Hong Kong, may, in addition to any other power conferred on the legislature of Hong Kong—\n(a) repeal or amend any enactment so far as it is part of the law of Hong Kong;\n(b) make laws having extra-territorial operation,\nbeing an enactment or laws relating to—\n(i) civil aviation,\n(ii) merchant shipping,\n(iii) admiralty jurisdiction.",
