  "heading": "Short title, commencement and extent.",
  "text": "(1) This Act may be cited as the Horses (Protective Headgear for Young Riders) Act 1990.\n(2) This Act, apart from section 4 and this section, shall not come into force until such day as the Secretary of State may by order made by statutory instrument appoint.\n(3) Section 4 and this section extend to Northern Ireland, but otherwise this Act does not extend there.",
