  "text": "(This note is not part of the Regulations)\nThese Regulations implement in part Council Directive 90/427/EEC (OJ No. L224, 18.8.90, p.55) on the zootechnical and genealogical conditions governing intra-Community trade in equidae and their semen, ova and embryos.\nOrganisations which establish or maintain a stud book must fulfil certain criteria in order to be recognised by the Minister. The criteria are set out in the Annex to Commission Decision 92/353/EEC, as read with article 1 of Commission Decision 92/354 (regulation 3(1)).",
