  "heading": "Prosecution of offences.",
  "text": "(1) No proceedings for an offence under any of the provisions of this Act may be instituted except—\n(a) by the Ministry; or\n(b) by, or with the consent of, the Attorney-General.\n(2) Subsection (1) shall not operate so as to affect a prosecution for an offence committed by an authorised officer or other officer of the Ministry.",
