  "text": "(1) The appropriate multiplier for the purposes of this Part of this Schedule is that specified by order of the Secretary of State.\n(2) An order under this paragraph shall be made by statutory instrument which shall be subject to annulment in pursuance of a resolution of either House of Parliament.",
