  "text": "A local housing authority by whom a house is erected under the enactments relating to housing, whether with or without financial assistance from the government, shall secure—\n(a) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(b) that, in except in so far as the Secretary of State may, in a particular case, dispense with the observance of this paragraph, the house is provided with a fixed bath in a bathroom.",
