  "text": "In this Part—\n“relevant authority” means a local housing authority or social services authority;\n“social services authority” means a local authority for the purposes of the Local Authority Social Services Act 1970, as defined in section 1 of that Act;\n“voluntary organisation” means a body, not being a public or local authority, whose activities are carried on otherwise than for profit.",
