  "text": "(1) The following provisions of the Act shall come into force on 1st August 1996—\nsection 2(7) and (8),\nsection 5,\nsection 7 in so far as it relates to paragraphs 3(1) and (2) and 16(1) and (2) of Schedule 1,\nsection 9(3),\nsection 17,\nsection 28(4),\nsection 36(1) to (6),\nsection 51 in so far as it relates to paragraphs 2 to 6, 10 and 11(1), (3) and (4) of Schedule 2, subject to the limitation in paragraph (2) of this article,\nsections 52 to 54,\nsection 55(1) in so far as it relates to paragraphs 6 and 9 of Schedule 3,\nsection 55(2) and (3),\nsections 56 to 64.\n(2) Section 51 and the provisions of Schedule 2 specified in paragraph (1) of this article shall not come into force in relation to any complaint against any social landlord which is or at any time was registered with Housing for Wales.",
