  "text": "Section 55(1) of the Act in so far as it relates to paragraph 7 of Schedule 3 to the Act shall come into force on 1st August 1996 for the purposes of enabling a determination to be made under subsection (3) of section 87 of the Housing Associations Act 1985 with respect to financial assistance under that section as amended by the Act.",
