  "text": "For the purposes of the law of defamation absolute privilege attaches to—\n(a) any communication between a housing ombudsman under an approved scheme and any person by or against whom a complaint is made to him,\n(b) any determination by such an ombudsman, and\n(c) the publication of such a determination or any report under paragraph 8.",
