  "heading": "Guidance to authorities by the Secretary of State.",
  "text": "(1) In the exercise of their functions under this Part, local housing authorities shall have regard to such guidance as may from time to time be given by the Secretary of State.\n(2) The Secretary of State may give guidance generally or to specified descriptions of authorities.",
