  "text": "(1) This paragraph applies where the specified premises in the case of an improvement notice are—\n(a) a dwelling which is not licensed under Part 3 of this Act, or\n(b) an HMO which is not licensed under Part 2 or 3 of this Act,\nand which (in either case) is not a flat.\n(2) The local housing authority must serve the notice on whichever of the following the authority considers ought to take the action specified in it—\n(a) (in the case of a dwelling) ... the person having control of the dwelling;\n(b) (in the case of an HMO) either ... the person having control of the HMO or ... the person managing it;\n(c) (in either case) if the premises or any part of them are let under a tenancy that is periodic or was granted for a term of 21 years or less, or are occupied under a licence—\n(i) the landlord or licensor;\n(ii) any superior landlord or licensor.",
