  "text": "(This note is not part of the Regulations)\nSection 61(2) of the Housing Act 1988 requires the Secretary of State to use his best endeavours to secure that notice of any proposal he is considering to designate an area as a housing action trust area is given to all tenants of houses in the area who are secure tenants or tenants of such description as may be prescribed by regulations.\nThese Regulations prescribe descriptions of tenants to whom notice of a proposal should be given.",
