  "text": "In this Chapter—\n“development” has the meaning given by section 336 of the Town and Country Planning Act 1990;\n“functions in relation to starter homes”, in relation to a local planning authority, means the authority's functions under—\n(a)section 4, and\n(b)regulations under section 5;\n“local development document” is to be read in accordance with sections 17 and 18(3) of the Planning and Compulsory Purchase Act 2004;\n“local planning authority” means a person who is a local planning authority for the purposes of any provision of Part 3 of the Town and Country Planning Act 1990;\n“the planning Acts” has the meaning given by section 117(4) of the Planning and Compulsory Purchase Act 2004;\n“planning obligation” means a planning obligation under section 106 of the Town and Country Planning Act 1990;\n“planning permission” has the meaning given by section 336 of the Town and Country Planning Act 1990;\n“residential development” means a development that includes at least one dwelling;\n“starter home” has the meaning given by section 2.",
