  "text": "(1) The Secretary of State may lend to the HCA any sums it has power to borrow from the Secretary of State under section 20.\n(2) Loans under subsection (1) may be made on such terms and conditions as the Secretary of State considers appropriate (including provision for repayment with or without interest).",
