  "text": "(1) The Secretary of State may appoint the HCA to act as the agent of the Secretary of State in connection with such derelict land functions as the Secretary of State may specify.\n(2) In subsection (1) “derelict land functions” means functions under—\n(a) section 1 of the Derelict Land Act 1982 (c. 42) (grants for reclaiming or improving land or bringing land into use), or\n(b) any enactment superseded by that section,\nbut excluding the powers to make orders under section 1(5) and (7) of that Act.\n(3) An appointment under this section is to be on such terms as the Secretary of State may specify.\n(4) The HCA must, if appointed, act as agent in accordance with the terms of its appointment.",
