  "text": "HOUSING, ENGLAND AND WALES\nHOUSING, SCOTLAND\nSOCIAL SECURITY\nMade 14th December 1990\nLaid before Parliament 19th December 1990\nComing into force 14th January 1991\nThe Secretary of State for Social Security in exercise of powers conferred by section 20(1)(c), (12)(h) and (i), and 84(1) of the Social Security Act 1986 and section 166(1) to (3A) of the Social Security Act 1975 and of all other powers enabling him in that behalf after consultation with organisations appearing to him to be representative of authorities concerned and after reference to the Social Security Advisory committee, hereby makes the following Regulations:",
