Coming into force

for the purpose of regulations 1 to 6 and 9 to 11 to the extent that they relate to cases referred to in regulation 1(2) 1st April 1989

to the extent that they relate to any other case 3rd April 1989

for the purposes of regulations 7 and 8 9th October 1989

The Secretary of State for Social Security in exercise of powers conferred by sections 20(1)(c) and (8), 21(6)(b), 22(1), (8) and (9), 29 and 84(1) of the Social Security Act 1986f1 and section 166(1) to (3A) of the Social Security Act 1975f2 and of all other powers enabling him in that behalf, after consultation with organisations appearing to him to be representative of authorities concernedf3, and of all other powers enabling him in that behalf, by this instrument which is made before the end of a period of 12 months from the commencement of the enactments under which it is made, hereby makes the following Regulations:
