  "text": "In regulation 94 of the principal Regulations (circumstances in which payment may be made to a landlord), there shall be inserted, after paragraph (1), the following paragraph—\n“(1A) Without prejudice to the power in paragraph (1), in any case where in the opinion of the authority—\n(a) the claimant has not already discharged his liability to pay his landlord for the period in respect of which any payment is to be made; and\n(b) it would be in the interests of the efficient administration of housing benefit,\na first payment of a rent allowance following the determination of a claim may be made, in whole or in part, by sending to the claimant an instrument of payment payable to that landlord.”.",
