  "text": "(This note is not part of the Order)\nThis Order amends the Housing Benefit (Permitted Totals) Order 1996 (S.I. 1996/677). It increases the total amount which local authorities may in the year commencing 1st April 1996 pay by way of housing benefit in the exercise of their discretion under regulation 61(3) of the Housing Benefit (General) Regulations 1987 (S.I. 1987/1971).\nThis Order does not impose a charge on business.",
