  "heading": "Permitted total of benefit awarded in exercise of a discretion",
  "text": "For the purpose of section 134(11) of the Act, the permitted total of housing benefit\n(a) for the year commencing on 1st April 1996 in relation to an authority shall be the total of the amounts obtained by the calculations set out in articles 3 and 4 below.\n(b) for the year commencing on 1st April 1997 in relation to an authority shall be the total of the amounts obtained by the calculations set out in articles 3 and 4 below; and\n(c) for any year commencing on or after 1st April 1998 in relation to an authority shall be the total of the amount obtained by the calculation in article 3 below and the amount specified in the Schedule to this Order.",
