  "text": "HOUSING, ENGLAND AND WALES\nMade 20th March 1997\nLaid before Parliament 21st March 1997\nComing into force 14th April 1997\nThe Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by sections 3(3) and (4), 30, 31(5) and 146(1) and (2) of the Housing Grants, Construction and Regeneration Act 1996 and of all other powers enabling them in that behalf, and with the consent of the Treasury, hereby make the following Regulations—",
