other than for the purposes of regulations 8 and 9 13th April 1998
for the purposes of regulations 8 and 9 1st June 1998
The Secretary of State for the Environment, Transport and the Regions, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 30 and 146(1) and (2) of the Housing Grants, Construction and Regeneration Act 1996 and of all other powers enabling them in that behalf, and with the consent of the Treasury, hereby make the following Regulations—
