  "text": "(1) This paragraph applies where the house has been designed or substantially adapted for occupation by a person whose special needs require accommodation of the kind provided by the house.\n(2) For the purposes of succession to a tenancy under section 22(1), a person is a qualified person only if that person—\n(a) falls within paragraph 2, or\n(b) falls within paragraph 3 or 4 and has special needs requiring accommodation of the kind provided by the house.\n(3) For the purposes of succession to a tenancy under section 22(2), a person falling within any of paragraphs 2 to 4 is a qualified person only if that person has special needs requiring accommodation of the kind provided by the house.",
