  "heading": "Reference to Lands Tribunal",
  "text": "(1) Where a local authority landlord—\n(a) fails to comply with section 129(1),\n(b) fails to comply with an order made under section 131(9), or\n(c) fails to progress an application in accordance with any finding under section 133(3) within 2 months of that finding being made,\nthe applicant may refer the matter to the Lands Tribunal.\n(2) The Lands Tribunal may, if it finds that any of paragraphs (a) to (c) of subsection (1) apply, make an offer to sell to the applicant and do otherwise as the local authority landlord might do in pursuance of such an offer to sell.\nAnything done by the Lands Tribunal under this subsection has effect as if done by the local authority landlord.\n(3) Nothing in this section affects a provision in any other enactment relating to the enforcement of a statutory duty whether under that enactment or otherwise.",
