  "text": "(1) Ministers may by order make any—\n(a) supplementary provision, or\n(b) incidental, consequential, transitional, transitory or saving provision,\nwhich they consider appropriate for the purposes of, or in connection with, or for the purposes of giving full effect to, any provision of this Act.\n(2) Such an order may modify any enactment, instrument or document.",
